    	abstract = {Constitutional Court Decision Number 304/PHPU.GUB-XXIII/2025 disqualified a candidate for Deputy Governor of Papua for failing to meet candidacy requirements and annulled the result of the 2024 Papua regional election, yet prior studies have not linked the restriction of the right to be elected with the restoration of the right to vote through a revote (Pemungutan Suara Ulang, PSU). This study aims to analyze the forms of political-rights restriction in that decision and the position of the revote as a correction and restoration mechanism in the Papua regional election. The study uses a normative legal method with statutory, conceptual, and case approaches, analyzed through descriptive-analytical qualitative-juridical analysis. Results show the clearest restriction of political rights occurred to the right to be elected through candidate disqualification, while the public's right to vote was not revoked, as the Court ordered a revote using the same voter list without directly declaring the runner-up the winner. The revote functions doubly as a correction for the candidacy defect and a restoration of the opportunity to vote, returning legitimacy to the people's voice. It is concluded that the revote links the right to vote, the right to be elected, electoral integrity, and popular sovereignty, so careful verification of candidacy requirements and transparent implementation of revotes are needed. ABSTRAKPutusan Mahkamah Konstitusi Nomor 304/PHPU.GUB-XXIII/2025 mendiskualifikasi calon Wakil Gubernur Papua karena tidak memenuhi syarat pencalonan dan membatalkan hasil Pilkada Papua 2024, namun kajian terdahulu belum menghubungkan pembatasan hak dipilih dengan pemulihan hak memilih melalui Pemungutan Suara Ulang (PSU). Penelitian ini bertujuan menganalisis bentuk pembatasan hak politik dalam putusan tersebut serta kedudukan PSU sebagai mekanisme koreksi dan pemulihan dalam Pilkada Papua. Penelitian menggunakan metode hukum normatif dengan pendekatan perundang-undangan, konseptual, dan kasus, dianalisis kualitatif-yuridis deskriptif-analitis. Hasil menunjukkan pembatasan hak politik paling nyata terjadi pada hak dipilih melalui diskualifikasi calon, sementara hak memilih masyarakat tidak dicabut karena Mahkamah memerintahkan PSU dengan daftar pemilih yang sama tanpa langsung menetapkan pemenang kedua. PSU berfungsi ganda sebagai koreksi atas cacat pencalonan sekaligus pemulihan kesempatan memilih, mengembalikan legitimasi kepada suara rakyat. Disimpulkan bahwa PSU menghubungkan hak memilih, hak dipilih, integritas pemilu, dan kedaulatan rakyat, sehingga diperlukan verifikasi syarat calon yang cermat serta pelaksanaan PSU yang transparan.},
