    	abstract = {ABSTRACTThis study analyzes the implementation of Article 31 of Bandar Lampung City Regulation No. 4 of 2017 on the eradication of slums in Way Lunik Village and examines it from the perspective of siyasah tanfidziyyah. Using a qualitative-descriptive approach based on field research, primary data were collected through observation and structured interviews with seven key informants (comprising representatives from the Housing and Settlement Agency, Way Lunik Village officials, community leaders, and affected residents), while secondary data included local regulations and fiqh siyasah literature. Data analysis was conducted using an interactive qualitative method through the stages of data reduction, data presentation, and drawing conclusions. The research results indicate that, normatively, Article 31 has provided a legal basis for settlement mitigation actions. However, implementation on the ground has not been optimal due to constraints regarding the legal status of PT BCKA’s land assets, a waste collection program that remains sporadic, and a lack of oversight. From the perspective of siyasah tanfidziyyah, the implementation of this policy has not fully fulfilled the principles of amanah, justice (al-?adl), protection of rights (?if? al-?uquq), and public accountability. This study concludes that there is a need to formulate legal discretion regarding land disputes, provide daily operational resources, and strengthen the values of siyasah tanfidziyyah so that slum mitigation efforts are oriented toward sustainable public welfare. ABSTRAKPenelitian ini menganalisis implementasi Pasal 31 Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2017 tentang penanggulangan permukiman kumuh di Kelurahan Way Lunik serta meninjaunya dari perspektif siyasah tanfidziyyah. Menggunakan pendekatan kualitatif-deskriptif berbasis studi lapangan (field research), data primer dihimpun melalui observasi dan wawancara terstruktur bersama 7 informan kunci (terdiri atas pihak Dinas Perumahan dan Permukiman, aparatur Kelurahan Way Lunik, tokoh masyarakat, dan warga terdampak), sedangkan data sekunder mencakup regulasi daerah dan literatur fiqh siyasah. Analisis data dilakukan secara interaktif kualitatif melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa secara normatif Pasal 31 telah memberikan landasan hukum bagi tindakan penanggulangan permukiman. Namun, implementasi di lapangan belum optimal akibat kendala status legalitas tanah aset PT BCKA, program pengangkutan sampah yang masih bersifat insidental, serta minimnya pengawasan. Dalam perspektif siyasah tanfidziyyah, pelaksanaan kebijakan tersebut belum sepenuhnya memenuhi prinsip amanah, keadilan (al-?adl), perlindungan hak (?if? al-?uquq), dan akuntabilitas publik.
