    	abstract = {ABSTRACTSidewalks serve as public spaces that support safe and orderly pedestrian mobility. However, the ZA Pagar Alam Street corridor in Bandar Lampung City has experienced a distortion of its function due to illegal occupation by street vendors and the private commercial sector. This study analyzes the empirical conditions of sidewalk function violations, evaluates the enforcement of Article 21, Paragraph (4) of Local Regulation No. 13 of 2023 by the Satpol PP, and examines it from the perspective of Siyasah Tanfidziyyah. The method used is field research with a juridical-empirical approach. Data were collected through observations and in-depth interviews with the Satpol PP, street vendors, and road users. The results reveal that sidewalk enforcement has repeatedly failed due to low legal compliance among vendors, limited supervisory personnel, illegal extortion by thugs, and the local government’s failure to implement alternative business zoning. From the perspective of Siyasah Tanfidziyyah, the policy prohibiting sidewalk occupation possesses strong sharia legitimacy for the sake of the public interest (maslahah ammah) and the protection of life (hifz an-nafs). Nevertheless, its implementation has not yet fulfilled the principle of distributive justice (al-‘adalah al-ijtimaiyyah) because it disregards the economic rights of the underprivileged (hifz al-mal). The Bandar Lampung City Government is recommended to immediately issue regulations for the zoning and relocation of street vendors to suitable areas and to transform its repressive approach into a persuasive, guidance-based one. ABSTRAKFasilitas trotoar berfungsi sebagai ruang publik penunjang mobilitas pejalan kaki yang aman dan tertib. Namun, koridor Jalan ZA Pagar Alam Kota Bandar Lampung mengalami distorsi fungsi akibat okupasi ilegal oleh pedagang kaki lima (PKL) dan sektor komersial privat. Penelitian ini menganalisis kondisi empiris pelanggaran fungsi trotoar, mengevaluasi penegakan Pasal 21 Ayat (4) Perda Nomor 13 Tahun 2023 oleh Satpol PP, serta mengkajinya dalam perspektif Siyasah Tanfidziyyah. Metode yang digunakan adalah penelitian lapangan (field research) dengan pendekatan yuridis-empiris. Data diperoleh melalui observasi dan wawancara mendalam bersama Satpol PP, PKL, dan pengguna jalan. Hasil penelitian mengungkapkan bahwa penertiban trotoar mengalami kegagalan berulang akibat rendahnya kepatuhan hukum pedagang, keterbatasan personel pengawas, praktik pungutan liar oknum preman, dan belum terealisasinya zonasi usaha alternatif dari pemerintah daerah. Secara Siyasah Tanfidziyyah, kebijakan pelarangan okupasi trotoar memiliki legitimasi syar'i kuat demi kemaslahatan umum (maslahah ammah) dan perlindungan jiwa (hifz an-nafs). Meski demikian, eksekusinya belum memenuhi prinsip keadilan distributif (al-'adalah al-ijtimaiyyah) karena mengabaikan hak ekonomi masyarakat kecil (hifz al-mal). Pemerintah Kota Bandar Lampung direkomendasikan segera menerbitkan regulasi zonasi relokasi PKL yang layak serta mentransformasikan pendekatan represif menjadi pembinaan persuasif.},
