    	abstract = {Regional Asset Management (Barang Milik Daerah/BMD) plays a strategic role in promoting transparent, accountable, and public-oriented governance, yet its implementation continues to face legal and administrative challenges. This study aims to analyze the responsibilities of the Regional Financial and Asset Management Agency (BPKAD) of Bandar Lampung City in managing regional assets under Article 28 of Regional Regulation No. 4 of 2018 and to examine its implementation from the perspective of Siyasah Tanfidziyyah. A qualitative field research approach was employed using interviews, documentation, and descriptive data analysis. The findings reveal that BPKAD has systematically implemented regional asset management through the SIPASDA digital system, standard operating procedures, and partnerships for asset utilization, although 158 land assets remain uncertified. The study concludes that BPKAD's responsibilities reflect the principles of amanah and hifdz al-mal, which are consistent with the doctrine of tasharruf al-imam 'ala al-ra'iyyah manuthun bi al-maslahah.. ABSTRAKPengelolaan Barang Milik Daerah (BMD) merupakan aspek strategis dalam mewujudkan tata kelola pemerintahan yang transparan, akuntabel, dan berorientasi pada kemaslahatan publik, namun masih menghadapi berbagai kendala legalitas aset. Penelitian ini bertujuan menganalisis tanggung jawab Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Kota Bandar Lampung dalam pengelolaan BMD berdasarkan Pasal 28 Peraturan Daerah Nomor 4 Tahun 2018 serta meninjaunya dari perspektif Siyasah Tanfidziyyah. Penelitian menggunakan metode field research dengan pendekatan kualitatif melalui wawancara, dokumentasi, dan analisis data secara deskriptif. Hasil penelitian menunjukkan bahwa BPKAD telah melaksanakan pengelolaan aset secara sistematis melalui digitalisasi SIPASDA, penerapan SOP, dan kerja sama pemanfaatan aset, meskipun masih terdapat 158 aset tanah yang belum bersertifikat. Disimpulkan bahwa pelaksanaan tanggung jawab BPKAD telah mencerminkan prinsip amanah dan hifdz al-mal yang sejalan dengan konsep tasharruful imam 'ala ar-ra'iyyah manuthun bil maslahah.},
